A Regular Meeting of the Governing Board of Mid-State Education District was held Wednesday, February 12, 2014, beginning at 4:00 PM at MSED Clover Glen Lane, Little Falls, MN.
Board members present: Dale Lenz, Patty Stangl, Sharon Ballou, Jeff Opelia, Ray Gove and Bill Krivanek. Superintendents present: Gene Harthan, Jon Ellerbusch, George Weber, and John Varner. Others present were: MSED Director Suzanne Busacker, Accountant DeAnn Peterson, and Accountant Support Lori Thieschafer. Staff/Guest speakers present were Cec Krystosek and Brenda Fedor.
1. The meeting was called to order at 4:00 p.m. by Board Chair Lois Metcalf followed by the Pledge of Allegiance.
2. On motion by Dale Lenz, seconded by Jeff Opelia, the minutes for January 8, 2014 were approved. Motion carried.
3. The agenda was approved as presented.
4. On motion by Jeff Opelia, seconded by Bill Krivanek, the Mid-State Bills for January in the amount of $54,454.30 (check numbers 44,619-44,678 and wires (18) in the amount of $67,824.73, and reimbursements (21) in the amount of $3,164.65 were approved. Motion carried.
5. Staff/ Guests Speakers
Cec Krystosek and Brenda Fedor will present information regarding their positions within MSED.
6. Governing Board Action Items
A. On motion by Sharon Stangl, seconded by Dale Lenz, the ESY Dates for 2014 were approved as follows,
Mid-State North: July 7- July 23 M-T-W
MCLC: July 7- July 23 M-T-W
Success: July 7- July 30 M-T-W
STEPS: TBD
MLEE: TBD
Royalton: July 7- July 30 M-T-W
Pierz: TBD
Swanville/Upsala: TBD
These will align with the individual school district. Motion carried.
B. Member Jeff Opelia introduced the following resolution and moved its adoption:
RESOLUTION DIRECTING THE ADMINISTRATION TO MAKE RECOMMENDATIONS FOR REDUCATIONS IN PROGRAMS AND POSITIONS AND REASONS THEREFORE.
*WHEREAS, the financial condition of the education district dictates that the governing board must reduce expenditures immediately, and
WHEREAS, this reduction in expenditure must include discontinuance of positions and discontinuance or curtailment of programs, and
WHEREAS, a determination must be made as to which teachers contracts must be terminated and not renewed and which teachers may be placed on unrequested leave of absence without pay or fringe benefits in effecting discontinuance of positions,
BE IT RESOLVED, by the Governing Board of Education District No. 6979, as follows:
That the Governing Board hereby directs the Director of Special Education and administration to consider the discontinuance of programs or positions (to effectuate economies in the school district and reduce expenditures*) and, (as a result of a reduction in enrollment**), make recommendations to the school board for the discontinuance of programs, curtailment of programs, discontinuance of positions or curtailment of positions.
The motion for the adoption of the foregoing resolution was duly seconded by Member Dale Lenz and upon vote being taken thereon, the following voted in favor thereof:

Where upon said resolution was declared duly passed and adopted.Motion carried.
C. On motion by Dale Lenz, seconded by Bill Krivanek, the calendar changes due to Snow days for MCLC and STEPS were approved. Motion carried.

The lists have been posted since November. Motion carried.
On motion by Dale Lenz, seconded by Jeff Opelia, Personnel Items B, C, D, & E were approved. Motion carried.
B. Approve the Postings for the following positions for the school year 2014-15

C. Approve the Hiring of a One-to-One Para for MCLC
The interviewing committee recommends Sara Hennen for the position, at Paraprofessional Step 0 for $13.45 per hour.
