Brainerd man has two felony criminal sexual conduct charges dismissed

On May 8, Morrison County District Courts dismissed two felony counts of third degree criminal sexual conduct against Devin Scott Rinas, 23, Brainerd.

On June 20, 2013,Rinas was arrested in Baxter for being in the company of two minor females which, since he is a sexual offender, was against his probation.

One of the females, 14, gave a statement which said she had sexual intercourse with Rinas on three occasions. Rinas admitted to having sexual intercourse with the victim on two different occasions.

Morrison County Assistant Prosecuting Attorney Todd Kosovich said it was a three-county deal. The Brainerd Police Department investigated the cases in Crow Wing and Morrison counties with the same victim. Crow Wing County sentenced him to 70 months in prison.

In a separate case, as part of this arrangement, Rinas was sentenced to 36 months in prison in Wadena County. Pursuant to the plea agreement, Rinas will have a lifetime sexual offender registration and a lifetime conditional release period.
